McConnellsburg, the county seat, is located on the Lincoln Highway in eastern Fulton County. Founded in 1786, this small town features several specialty shops as well as a historic district.

In 1850, the Pennsylvania State House of Representatives passed a bill creating Liberty County. Later, the name was changed in honor of the steamboat inventor, Robert Fulton from Lancaster, PA.
